Appearing Before Council as a Delegation

Council meetings are held most Tuesdays. Please refer to the calendar for the dates. There is a limit of 3 delegations per meeting, therefore we advise that delegations are booked well in advance of the desired date. Delegations are heard at 3:00 pm and are permitted ten (10) minutes for their presentation. Council may ask questions after the delegation for clarification.

In order to schedule a date to appear before Council, delegations must provide the minimum information identified on the form for inclusion in the agenda. The provision of this information clarifies the purpose of the delegation for Council and allows Council Members to become familiar with your topic and obtain any necessary background information. Your address will be included with your delegation information and circulated to Council; however, if you do not wish your address to be included in the public Council Meeting agenda, please advise Legislative Services.

If you will be using an overhead projector, document camera, powerpoint projector, videotape player or other presentation tool, please advise staff in advance. Our Council Chambers is equipped with all of these devices, there is no need for presentors to bring laptops or other media hardware.

Powerpoint presentations should be emailed or delivered to Legislative Services NO LATER THAN the Thursday morning prior to your date of presentation. This ensures that the presentation is compatible with our computer network.

One paper copy, a CD or jump drive containing your presentation should be brought the day of the presentation as back up in case of system failure.

If you have printed materials that you would like council to read as support for your presentation, please have one black and white copy delivered to Legislative Services NO LATER THAN the Thursday morning prior to your date of presentation.

Delegations will be heard and then questioned by Council members. After all questioning is complete, the delegation will be asked to be seated.

When all of the delegations have been heard, Council will debate the merits of the requests and decide on their response. Members of the delegation are welcome to stay and listen to the debate and final decision; however they should be aware that they will not be allowed to speak once they have been asked to be seated.

After the response to the delegations is complete, the delegation is free to leave the Council Chambers or stay and listen to the remainder of the meeting.
