North Shore Neighbourhood Plan Wins Award for Planning Excellence

Kamloops, B.C. - The City of Kamloops: The North Shore Neighbourhood Plan has received the Canadian Institute of Planners' 2009 Award for Planning Excellence in the category of Neighbourhood Planning. This prestigious award recognizes members for their excellence in planning work and their contribution to and effect on the profession.

Carla Stewart recognized for North Shore Neighbourhood Plan "The North Shore Neighbourhood Plan is the result of an intensive planning process that spanned over three years. This plan would not have gotten to where it is today without the public's support and the dedicated volunteer Advisory Committee. Receiving an award like this adds a definite feeling of pride and accomplishment," said Carla Stewart, Senior Long Range Planner for the City of Kamloops.

The North Shore Neighbourhood plan is a comprehensive land use plan to direct and guide the growth of the North Shore over a five to ten year period. Major goals within the plan include: increasing density within key areas of the North Shore, raising the profile of the North Shore, setting a new benchmark for development within the City of Kamloops that focuses on sustainability, urban design and environmental responsibility, and identifying new ways to support and encourage development.

This plan introduces unique implementation methods to encourage developers to move away from the standard development designs and move towards smarter and cost-effective infrastructure and green buildings. Methods such as the Development Checklist and Development Incentive Matrix were created to direct development toward sustainable choices and provide incentives that allow for cost reductions before, during, and after construction.

"The North Shore neighbourhood of Kamloops is on the cusp of redevelopment. The significance of the 'Plan' is how it balances a full array of residential, commercial and infrastructure needs into a long term, community vision," said Peter Mutrie, General Manager of the North Shore Business Improvement Association. "City staff was central to the planning process and deserve the high praise as represented in this national recognition from their peers."

The City of Kamloops: The North Shore Neighbourhood Plan was chosen out of forty-three (43) applications that were submitted to the Canadian Institute of Planners' awards for planning excellence program. City representative, Carla Stewart attended the annual CIP/OPPI conference awards dinner on Friday, October 2, 2009 in Niagara Falls where she was presented with the award.

A presentation will be made to Mayor and City Council on Tuesday, October 20, 2009 during the regular scheduled council meeting.
