Engineering / Planning

The engineering element of the Safer City program looks at designing safer roads. This means ensuring all new roads are designed with safety in mind, while applying proactive safety strategies to existing road infrastructure and upgrading older roads to reflect improved safety standards.


  • Access management procedures develop an access management plan in corridors that have safety issues with respect to turning in and out of driveways. The corridor is restructured to ensure access can be maintained in a safe manner.
  • Black spot treatments are aimed at accident-prone locations and identify and develop solutions for known safety problems.
  • Road standards look to define and move towards a safety conscious road form, customized for our local area conditions.
  • Road safety audits are objective reviews of road designs from a safety point of view providing safety suggestions and recommendations for the roadway.
  • Traffic calming increases the safety and livability of neighborhoods by reflecting local conditions and reducing vehicular speeds and volumes.
  • Crash prediction models highlight the areas of concern and encourage preventative measures.
  • Intersection control exploits all T-junction and roundabout opportunities to safely accommodate alternative modes of transportation.

The planning element of the program looks at minimizing safety hazards. Land use is taken into consideration, minimizing driving time, vehicle conflict, emissions and traffic congestion. Planning also looks at making the city friendlier to modes of transportation other than vehicles, such as cycle and pedestrian networks.


  • Bicycle and Pedestrian Plan Development includes developing master plans that identify cycling and pedestrian network deficiencies and recommends improvements and prioritizes construction in an effort to make Kamloops more cyclist and pedestrian friendly.
  • Land Use Reviews investigate the relationship between adjacent land use and road safety. All land use planning reflects potential safety impacts. This includes reducing urban sprawl and building schools and commercial buildings in appropriate places.
  • Local Area Plans investigate safety concerns throughout a local neighborhood. The goal is to have a safety plan in every local area of the city.
  • Transportation Network Reviews ascertain that there are appropriate numbers of arterial, collector and local roads throughout the city. This process ensures traffic is traveling on appropriate roads.
